In my game of Stellaris I have a Pacifist government ethos and it has become a problem because somehow a tiny civilization took over a bottleneck system on my border and it is preventing me from expanding or interacting with other civs. Depending on your warscore & enemy's war exhaustion(?) select Achieve war goals on the new war with 0% warscore giving you control of even unoccupied systems and planets. Drag and drop any of the possibilities underneath the ally, making sure that it is they who are getting said spoil. The number that appears next to it is the number to care about, and if you hover over it, it'll show you what you still have to overcome in order to win the war. i tried sending "achieve war goals" but they refused and said im losing the war!!! i ocupy all my systems and thiers too. If you only manage to status quo them, any systems you occupy, as well as any planets, will become a new empire that is your vassal, with your civics. A war goal is not something you have to achieve in order to win the war, but rather an effect that will happen as a result of winning the war. May 19, 2016.
